Recovered safes and money are anticipated to continue piling up. For owners of the safes, claiming them could be as simple as opening them. Claiming cash may not be as simple. It would be hard to determine. In Kesennuma, one of the hardest-hit towns in the tsunami area, authorities said only 10 to 15 percent of valuables recovered from the wreckage have been returned. Authorities may try opening safes to see what is inside them as there is no space to store them.
